Ohhhh, that was the pinout I was given as a "straight through".   I've just plugged a standard straight through ethernet cable in and I've got a green light.
 
However I get "all circuits are busy now" when I try to dial through it so i'm not 100% yet.

Hi Paul,
The cable you have looks like a crossover to me....
 
Try a straight thu (PRI only uses pins 1,2,4,5)
See how you go with that.

I believe that's exactly what they're giving me.  It's coming over Fiber and into a Fujitsu FNTE-D12P which has an RJ45 socket for the E1.
 
The cable I have is
1,2,3,4,5,6,7,8
         ||
4,5,3,1,2,6,7,8
 
with a cross over would the pinouts be?
 
1,2,3,4,5,6,7,8
         ||
5,4,3,2,1,6,7,8
 
Yes TE110 goes green with a loopback.

Your config files look ok.
What are they supplying in equipment.  Is it one of their services delivered over SHDSL Comming out of a G-703 Port on an ADTRAN router?
try with a cross over cable(if you haven't already)
 
If you plug a loopback into your TE110, does it go green?

Anyone on here in Australia who has got Asterisk@Home/AMP running over an Optus PRI?   I'm having all sorts of trouble with it and am hoping to find somebody who knows what they're doing.   I've got it plugged into a TE110p and am just getting a flashing red light.   Optus can see when I use a loopback plug into their equipment so it does seem to be at my end.   Here's some config info:
