How can I define that? If I want to make an external call with my system I want to dial the number as a prefix "0". So if I want to call the local number 123123 I dial 0123123. If I want to dial to Hamburg I dial 0040321321321. Done. we always dial the complete number, including local prefix. That was new to me.
