Terminator are in MANUAL mode, then nothing happens until they both
switch the phone line to the fax. This would make it impossible for
Asterisk to recieve faxes from MANUAL originators. It times out waiting
for the CNG tone that never comes. Not sure if thats correct or not.

This theory does agree with my experience. I can receive faxes from
"office" fax machines, but not the "home" type where the operator has to
hit the "send" button.
