You can disable it either in the Config (expert option -> custom package
selection -> Add rule: O perl

Or permanently change it in the target.

I guess you tried the embedded example? Then it's target/embedded/config.in,
though normally the package selection resists in the pkgsel file 
target/*/pkgsel.
