a) to comply with some licenses, such as the GPL, and b) to have the
files permanently available for individuals using T2 we make the
files available via T2 mirrors, on which the file in questions should
resist.

Was your motivation for your mail a missing file during a T2 build,
or just of information nature as Apache (or so) developer noticing
404 errors in the server log?

Depending on the security state of this apache version we could also
merge updates from t2/trunk.
