You should add it to the package selection of the target you build,  
such as
target/../pkgsel*

Consecutive scripts/Build-Target runs only build packages that have
not yet been build.

So just $EDITOR target/.../pkgsel...
scripts/Build-Target -cfg your-config-if-any
