You may wish to consider contributing to Embedded GLIBC
<http://www.eglibc.org/>, where core libc patches needed for ports
platforms are considered on their merits and patches will be reviewed
rather than ignored.
EGLIBC strictly follows FSF policies on copyright assignments for
contributions so that it is possible for it to take over FSF glibc in
future in the same way as EGCS took over FSF GCC. It is however more
narrowly focused rather than being a completely general fork, so some
patches unrelated to embedded systems may be referred to FSF glibc if that
is where the expertise in those parts of libc lies.
