Curstom kernel issues

I load the source for kernel 2.6.20.1 from kernel.org on my fedora system and copied the kernel.conf to .config in the kernel source root.
I than ran make xconfig and turned on an option that I need. save the file and copied it in to my target at 
kernel.conf

BUT i don't get any kernel modules built!!! 
Looking in the original kernel.conf file, I also don't see anything set to m (module) just y and non of the drivers are selected at all.

So is there something special about the 
kernel.conf?
