this is a sign of a bad error message ;)
It *might* mean that someone connected to your TEC 3.9 with an older GUI,
corrupting some of the UUcoded data.
If you use TEC 3.9 be sure that noone with TEC 3.7.x or 3.8 GUI connects.
Any such connect would destroy at least your global settings.
In FP03 the error message has changed to refer to the corrupted data.
And in FP03 there is a configuration parameter to block out older GUIs
exactly for this reason.

Anyway, it might also be a real connectivity problem. Can you
do some stress test with the RIM object, e.g. repeated wrimsql
calls in a script?

I'm not sure if this RIM trace matches the wconsole command.
I'd expected some access to tec_t_assignop.
