%length works for me although there were significant changes since 3.6.

Currently it means "at most 99", not "exactly 99".
This will cause you trouble if you have a string which contains the 
delimiter char
(like %6s: when you want to match 12:30:00: with trailing _and_ embedded 
colons).
You have WidthstrMeaning=yes|no in the .conf file for the "old" or "new" 
semantics.

You can turn on debugging in the .err file to see what the parser does to 
your definition.
I'd recommend all tracing on for FETCH and PARSER.

Since you're at FP01 level you might want to have a look in FP02 README
if it describes something similar to your problem.
I see some rather vague APARs about adapters and %s, it does not 
specifically mention %width expressions.

APAR: IY39436
Symptom: The component specifier %s is incorrectly processed by UNIX 
logfile adapters.
Resolution: The delimiting character used at the end of a message has been 
modified to allow the proper processing by the adapter.

APAR: IY43376
Symptom: The adapter format file does not correctly bind messages when 
using the characters %s*.
Resolution: Parsing now correctly matches when using the characters %s*.
