If you have fp2 for ITM 5.1.2 try this
ITM 5.1.2 FP02 provided many new heartbeat processor parameters, but some 
clarification is needed regarding exactly how the new TEC-related parameters 
should be used.  
  
 
  
Solution 
To enable multiple TEC servers for heartbeating, "heartbeat.send_events_to_tec 
= true"
should be set along with the multiple TEC servers in the following way:

(TME)
heartbeat.tec_server#1= EventServer#test-region
heartbeat.tec_server#2= EventServer#test-region2

(NON-TME)
heartbeat.unsecure_tec_server#1= test.rome.tivoli.com,1234
heartbeat.unsecure_tec_server#2= test2.rome.tivoli.com,1234

The default heartbeat send_event behavior is broadcast (the events are sent to 
all the TEC servers set in the configuration file by the above parameters). If 
the "heartbeat.tec_fail_over" or heartbeat.unsecure_tec_fail_over" parameters 
are set to true, the event will be sent to the first tec server found to be up; 
if set to false, then broadcast will be the behavior.

If not using multiple TEC servers, use the "heartbeat.tec_server" or 
"heartbeat.unsecure_tec_server" parameters.
