The message 'endpoint not connected' means that the framework believes the endpoint to be unavailable.  You verified that with 'wep [ep] status' ... "connection reset by peer" means there is a problem connecting to the endpoint.  Restarting the endpoint may resolve this problem.  You haven't said if this is a Wintel or Unix endpoint, so I can't recommend the precise troubleshooting steps you can use, but you could search the list archives for "connection reset by peer" and you will find many discussions about endpoint problems along with some good troubleshooting tips.

We are using Tivoli FW 411. I ran the command wdmcmd -e <endpoint) -stop. This seemed to work fine. When running the command wmdcmd -e <endpoint> -restart I received the following error message.

The endpoint <epname> belongs to gateway <tmr>-gateway is not connected (status is 3).

AMW0273E - The ITM Engine could not be started on the endpoint +#TMF_Endpoint::Endpoint#.

  When running this command: wep exe52test_ep status - I get this error message     

Data was not received because the connection was reset by the peer.
ipc_recv failed: connection reset by peer <ip address>
