wepmgr fsck did not change anything
the wep command can not succeed because the label is wrong but
idlcall oid _set_label '"..."'    fixed it.

Looks like TNR (wlookup)  and Epmgr (wep ls) are out of sync. Have you 
tried "wepmgr fsck"?
This should fix it.
Else you might try the following: wep "" set_label -s pc650-22a
