[TEC3,9]Can't log in to Web Console

FWK Fixpack 3.7.1-TMF-0099 
TEC 3.9   (AIX 5.1)
WAS 5.0
TEC DB  v920 - Oracle DB (on a
separate box)

I can't seem to log into TEC 3.9 Web
Console.  The WAS server is up and running.  I even stopped and
restarted the WAS server.

Every time I try to log into Web console
, I'd get  "ECOWSO0041" indicated 'Your logon session has
expired."  I know the Web Console is connected to WAS server
because if I try to log in with an invalid password, I will get "ECOWSO002E"
error indicated "Authentication failed."

Has anyone experienced this before?
 If you have, how did you resolve it?
