TDW1.2 Control Server Installation fails

Hi All!

Has anyone encountered a CDWIC1061E error while installing the Control Server.  I checked the message PDF and it says the following:

CDWIC1061E The installation program failed to promote steps (step_names) to production mode. The error was: error. Explanation: The installation program could not change the step names to production mode. Administrator Response: Verify that the database permissions are correct. Verify that the DB2 Data Warehouse Center services are running. Review the error message supplied and try the installation again.

I have verified the db permissions and verified that the services are running to no avail.  Can anyone help me.
