Both Facter and Puppet are available as ports on FreeBSD.

On OpenBSD Puppet and Facter are available as ports called ruby-puppet
and ruby-facter (http://reductivelabs.com/trac/puppet/wiki/PuppetOpenBSD).

Installing those is a good start.
