include_conf doesn't work

What am I missing?

I have a base config, that I want all my rsnapshot configs to include. 
The only thing I want in my actual rsnapshot configs is the snapshot 
root, and the backup points.  I have a rsnapshot-base.conf that has 
everything in it, except for a snapshot root path and backup points.  My 
actual config looks something like this (I'm using 1.2.9):

cat /usr/local/etc/rsnapshot-san-a.conf:

include_conf    /usr/local/etc/rsnapshot-base.conf

# All snapshots will be stored under this root directory.
snapshot_root   /vol1/

#### FILE SERVERS ####
backup  root@servername:/          san/root/
backup  root@servername:/fs38      san/
backup  root@servername:/fs47      san/
backup  root@servername:/fs48      san/
####

Here's what a test looks like:
# rsnapshot -vt -c /usr/local/etc/rsnapshot-san-a.conf daily

rsnapshot encountered an error! The program was invoked with these options:
/usr/local/bin/rsnapshot -vt -c /usr/local/etc/rsnapshot-san-a.conf daily

ERROR: snapshot_root was not defined. rsnapshot can not continue.

Seems as though there is no place to actually insert the include_conf 
directive for it to work correctly..
