Steve,

Have you checked to ensure that rsync and rsnapshot are not still running
when you see this issue?

If you had an rsnapshot run that took more than 1 hour, you would get
error messages from the following rsnapshot saying the lock file is
still in place.

If that is the problem, you could try running your hourly backups every
2 hours (eg: 6 */2 * * *) or every 4 hours, instead of every 1 hour.

Or if it is only an occasional problem, just ignore it unless it keeps
happening a few times in a row.
