To dispel confusion ...

Commenting out cmd_cp means that rsnapshot will use its own
implementation of cp -al. This is, quite a bit slower than using GNU cp
but at least it'll work.

1.2.9 handles the new versions of GNU cp correctly.

As for checking behaviours, it's not necessary, as 1.2.9 will work with
both species of GNU cp. What counts as 'optimal' will depend on your
local requirements, so we can't really have a script tell you what
optimal is. I suppose we could have the installer detect GNU cp and set
cmd_cp appropriately, but it seems like an awful lot of work for no real
benefit, seeing that everyone who installs rsnapshot is going to have to
edit the config file anyway to tell it what, when, and where to backup.
