You could write a setuid wrapper around rsnapshot (or set it to be
setuid root if your OS allows setuid scripts) if your concern is about
the *user* being root as opposed to the process being root.

Or if you don't want to run processes with uid 0, then how about putting
your rsnapshot user into appropriate groups (wheel, mail, whatever other
groups own your log files).
