I finally figured it out!!! So with Windows XP Home you don't have an easy way
(that I found) to log in to the Administrator account...you have to boot into
Safe Mode (F8 when booting). At this point I was able to then see the real
permissions on the files and sure enough (don't know why) some folders didn't
have even READ access turned on in the security tab.

As for my other thread (child exited prematurely), although I'm not sure, I did
have a TON of errors on my backuppc box (fsck found lots of problems)....I
corrected them and did a full back up without any errors. Wierd since it's a
brand new 250 GB harddrive that I bought soley for the purpose of putting
BackupPC on it and that's all it's ever had on it (aside from Linux, Apache etc
of course). But as long as everything is up and running again I don't care :-)
