I hate to reply to my own post, but I found another bit of useful
information while doing more troubleshooting.

During the backup run, Rsyncd + Cygrunsrv on the client occupies it's
standard 100% CPU on one of the processors in the system. Kernel time is
understandably high, given the disk I/O that's involved. After the backup
hangs, from the servers perspective, and the dump thread exits, CPU usage on
the client continues as if the backup was still running.

I guess this further points to network problems. I guess I'll have to
contact their ISP.
