I had a similar problem that cropped up after an `apt-get upgrade'. It
turned out to be caused by a package putting an apache conf file in
/etc/httpd/conf.d/, and it changed something that caused the CSS file
to not be included correctly.

Check for new files in conf.d, this may be a similar problem.
