I'm running out of suggestions. Here's one: if you are using mod_perl, and you installed Compress::Zlib after running BackupPC_Admin the first time, then that could explain the problem. With mod_perl, the state is maintained across requests, which means that it will never recheck whether Compress::Zlib exists - it will just do it the first time. If this is the case, then restarting apache should fix the problem.
