I don't know: the test suite displays $PATH right before the start
of your quote.  It should use
/usr/src/local/automake/tests/aclocal-1.9a, which itself
redirects to /usr/src/local/automake/aclocal.

Please do direct bug reports to bug-automake@xxxxxxx, a spurious
failure of CVS Automake is noise for automake@xxxxxxxx
