Log message (7 lines):
Updates from Charlie: a few tweaks to makedepend, and adds version information
to DLLs

Uses PHP_MAJOR_VERSION for PHP and a platform.python_version() for Python, then
creates a .res file so version information is embedded into the DLLs.

Fixes bug #171
