creating a mailing list

I have another question - this time on behalf of at least several Japanese 
wikipedians.

Can we create a mailing list WikiJA-l-Qm5IaAUhVgiGglJvpFV4uA@xxxxxxxxxxxxxxxx for the discussions and 
other communications regarding Japanese wikipedia? I checked several pages 
but couldn't find any info.

I have a lack of confidence if this kind of matter can be posted on this 
list or should rather be at wikipedia-l. I am posting things when I want to 
get attention of other non-English and multilingual wikipedians, but not 
necessarily about "coordination" issues such as interlanguage linking.
