new language link

There are now to many wikipedias (40!)to list them all on the front page of 
the dutch wikipedia. 

I would like to only list a small number of wikipedias and to include a 
"language link" to The provisional portal of Wikipedia 
(http://portal.wikipedia.be)

whit the label "more languages" (dutch "Meer talen")


Can a new language link "portal" or something like that so you can link to 
that page and it appears like a language be created?
