That's the simplest way, yes. (Just a note: you can leave out most of the
function definitions at the bottom, most will inherit the default behavior
for things like character set handling. Or, you can leave them and I'll
just take them out later. Whatever, no biggie.)

Currently, updates must be committed manually. You can put a page in the
locales section on meta.wikipedia.org, or e-mail the file to this list
with a note, and I'll commit it to CVS.

As a reminder, the wiki itself won't be updated until I finish updating
the conversion script from the old wikis to the current Wikipedia database
format. I'm sorry, I'm way behind on this and it's not done yet. :( But,
if the language files are ready first I can install them immediately when
the upgrade is done. :)

A friendlier translation system which won't require so much manual
intervention is planned, but won't be started on until after all the wikis
are updated to the new software and server.
