Fair point. You are right - there isn't really an IPCC consensus on action, at
last in the bits I've read, though I haven't really read WG II or III.
I'm not sure what action l is proposing though -mostly, as far as I can tell,
do otjher things first - ie, implicityl, do nothing about GW.
