I can't reproduce it here. Perhaps you have a transparent proxy?
Try wget --cache=off <URL> for the failing URLs, and then retry.

I just tried synaptic and it did give me some graphical feedback like
"file n of m downloaded" with a progress bar. But if I redo the
reloading it will check that it has the latest file lists and will not
display anything, that is correct.
But that should not take more than a few seconds, as all it does is
send some HEAD requests.
All in all it does look like your network path to *.atrpms.net has some
problems.
