Are you up 2 date on policy.
The latest version is selinux-policy-targeted-1.17.30-2.
/var/lib/mysql should be labeled mysql_db_t

I'll check if I'm up to date on policy, I should be. Meanwhile I wonder
if you earlier meant I should run
restorecon -R -v /var/lib/mysql
instead of
restorecon -R -v /usr/lib/mysql?
