I think the latest file_contexts is mislabeling /dev/jsflash....

The problem line is
types.fc:/u?dev/js.*            -c      system_u:object_r:mouse_device_t

It overrides earlier lines:

types.fc:/u?dev/jsfd -bsystem_u:object_r:fixed_disk_device_ttypes.fc:/u?dev/jsflash -csystem_u:object_r:fixed_disk_device_t
