report.  apt currently has a working proof-of-concept implementation of
exactly that made by Panu Matilainen.  Adrian Reber is working on
supporting code that automatically monitors mirrors in order to generate a
dynamic mirror list, dropping out broken mirrors, and perhaps notifying
the mirror maintainers when mirrors die or are out of sync.

The mirror choosing code will one day need to be rewritten from scratch in
order to support configuration of all clients (apt, yum, up2date, etc.)
perhaps after the new metadata is fully implemented.  Then it will have
full capability in both TUI and GUI interfaces, GPG safety, fallback, and
3rd party repository support.
