I've found JVCOMM32 good at decoding HF Fax transmissions.

If you want to decode the 137.5MHz transmissions direct from the polar
orbitting weather satellites, then I'm afraid the PCR1000 is not
particularly suitable (the IF bandwidth required is about 40KHz and this is
not available on the PCR1000). For info on this aspect of the hobby have a
look at www.geo-web.org.uk  or David Taylor's site at www.satsignal.net
