the fan doesn't blow into the flame chamber, just
around the outside of it. that's how they keep the fumes away from the people.
the combustion air comes in from the outside exhaust on the side.

I tried that last night
and it may have worked, but I was not observing that carefully. The
next time I have a problem with it, I wll pay better
