Oh yes.  And it is traditional for a boat's crew member to go ahead by
bike to set the next lock.

However, the increasing use of towpaths by non-boater bicyclists is
controversial.  Too many of them tend to ride too fast and
insufficiently courteously for the safety and comfort of other towpath
users (not just boaters; anglers, mothers with prams, folk in
wheelchairs, just plain walkers, etc.).  

The disgruntlement may almost have reached the level where something
will be done about it.  Maybe.
