There are very few of the double locks where both are in use (some 
closed for " maintenance" some for "water saving" and some that are 
filled in). The Church locks for all intents are just singles with the 
remains of a double alongside. Admitted that the cause is probably 
poorly maintained top gates but as this is the normal state on the 
nether regions of the Welsh and Border Counties region and many more 
throughout the system closing the gates you have just gone through 
causes the least disruption.
