I think JP genuinely takes pride in this, and until recently a
combination of lottery money, government grant and political support
has really helped. Even though we could no doubt all find things to
moan about, the big picture was good.

But it went wrong when the environment responsibilities were put in
with agriculture to stop MAFF simply acting as a farmers' lobby. The
tragic result for BW has been that huge over-runs in spending on
agriculture has resulted in cuts everywhere else, because the Treasury
won't increase the DEFRA grant to make up for the overspend on
agriculture.

BW would probably be better off in Communities and Local Government,
rather than DEFRA.
