Why would leaving gates open empty the pound? Sounds to me rather like 
leaving the gates open is being blamed for a totally different problem 
here, be it poor maintenance, operator error or vandalism.

In any case, I'd suggest it is a very sensible thing to do on doubled 
locks, especially if the other lock is set in the opposite direction. It 
would certainly help those of us who often singlehand that flight :-)
