Let me get this straight? In Britain the locks are self serve?

 In New York all the locks have a attendent or lockmaster.
In Ohio on the Scito River the locks there need a weeks notice for a 
attendent to be sceduled. The Only self serve lock in in the 
Androdacks on Sararnac lake for small boats
