MSW notebook events & window resizing

Not really wxpython-specific, but it is in wxpython anyway...

Has a couple hacks for those.  IIRC the window resizing thing happens to me
too sometimes - I thought it was an issue in the way I was using sizers...
oh well.

Note that there is a 6 paragraph rant against wxPython and for pyQT at the
beginning.

(These 2 issues are brought up on the forum every now and then).
