PyArray_FromDimsAndData and data copying

In April of this year (around April 22), there was some talk about altering 
PyArray_FromDimsAndData work so that it would work without copying data 
(for compatibility with Numerical). Does anyone know if the change was 
made? The documentation still suggests the data is copied.
