GDI+ with ctypes

Hi!

Is it possible to access GDI+ with ctypes and if that's the case, can 
someone give me a hint how to do that?

I want to create small free form popup windows with smooth blending and 
animation. Something with the technics used for ObjectDock from Stardock 
(http://www.stardock.com/products/objectdock/). I know they use GDI+ for 
that and I saw other ways to do it with normal windows calls, but they 
aren't even remotely as fast and smooth.
