viewcvs database poller

We wanted to test buildbot without disturbing the cvs machine. i.e.
updating to a newer python, installing twisted, cvstoys etc.

I hacked together a script to poll checkins from a viewcvs database.
It's written an a very un-twisted style but was useful for our
preliminary tests.
