runner

Would it be possible to put runner in the root of the buildbot
installation please, rather than pythonXY/sctipts. It's easier to cvs up
like this and its nice to keep these interface packages in the same
place as the code in case you want to use them for something, e.g. a
custom invocation of buildbot.
