wrapping static libraries

i'm trying to wrap a 3rd-party static library on an IA64 system.  the 
intel compilers are complaining that the static library is not compiled 
with PIC, so that i can't build a shared library that perl can load at 
runtime.  is this a general limitation, or something more specific to 
these compilers?   are there possible solutions?
