I think they are comparable. In your post you couldn't relate software user
requirements and people's requirements for a film. That's true, but in any
way that can be accomplished (if so then there won't be bad movies at all). 

OTOH storyboards are used to guide how the movie will look like, how's
cameras angles, the set, actors positions, their expressions and so on.

So the movie is produced from director's requirements and, from this
standpoint, they can be compared to software again.
