Yes, this is what I fear.
I don't see it happening myself (for anyone reading this post 20 years
in the future, you can laugh now and look me up to see what sort of
ditches I'm digging to pull down a paycheck).
Business requirements seem too chaotic to ever get us a set of
requirements that were automatically realized in code. Business is
driven by creating something unique to make a buck. It's got to cope
with government regulations to varying degrees, which are also in flux
and not always logical (insert Andy's story about trying to write
computer code to meet a legal standard that contradicted itself).
Certain basics of business exist, but we're trying to automate
processes driven by economic forces that we really don't understand
'manually' much less 'automatically'.
