My starting position is that there is only one kind of real inter-story dependency: the sequential nature of the /stories/ such as the fact that you can't save an edited file until you have one. After two stories are programmed, there may be opportunities for refactoring. And a team that is in full communication sees these coming, and starts the refactoring early.
